Préambules
La régate est le reflet de notre pratique. Un comportement inapproprié des concurrents peut impacter négativement cette image. Tous les participants sont informés que leurs actions seront observées attentivement non seulement par les officiels de la course, mais aussi par le public. Merci de bien vouloir vous comporter avec dignité et respect.

RÈGLES
La régate sera régie par :
- les règles telles que définies dans les Règles de Course à la Voile
2017-2020 (RCV), incluant l’annexe E,
- le système de course HMS 2016, (version février 2016)
- les règlements fédéraux - les prescriptions nationales traduites pour les concurrents étrangers
(Précisées en annexe).
Modifications des RCV
- La RCV E2.1(b) est supprimée.
- La RCV E.8 G1.3 est modifiée comme suit : « Quand le numéro de voile est dans la fourchette « 00 » à « 09 », l’initiale « 0 » pourra être supprimée et le chiffre restant devra être positionné de façon à laisser un espace pour à la fois un préfixe et un suffixe ».
- La RCV E6.6(f) est modifiée comme suit : supprimer les mots « …et donc en abandonnant … ». La règle E.6.6 (f) est déjà modifiée dans les RCV 2017-2020
- La RCV E4.2(2) est modifiée comme suit : ajouter les mots « le pilote du bateau de récupération désigné par l’organisateur n’est pas considéré comme une aide extérieure ».La nouvelle RCV E4.2 ( c ) prend en compte cette modif.

Preambles
The regatta is a reflection of our practice. Inappropriate behavior of competitors may negatively impact the image. All participants were informed that their actions will be closely observed not only by race officials, but also by the public. Thank you to kindly behave with dignity and respect.

RULES
The regatta will be governed by:
- The rules as defined in The Racing Rules of Sailing
2017-2020 (RRS), including Appendix E,
- The HMS system, 2016 effective February 2016
- Federal regulations,
- French regulations translated for foreign competitors
(Specified in Appendix).
Changes RCV
- RCV E2.1 (b) is deleted.
- RCV E.8 G.1.3 is amended as follows: "When the sail number is in the range "00" to "09", the initial" 0 "will be removed and the remaining figure will be positioned to allow space for both a prefix and a suffix.»
- RCV E6.6 (f) is amended as follows: delete the words "... and therefore ... leaving." RRS E6.6 (f) is yet modified in the RRS 2017-2020
- RCV E4.2 (2) is amended as follows: the words " “the rescue boat driver named by the organizer will not be considered as external help” The new RRS E4.2 ( c ) includes this modification
In case of conflict in the translation of this notice of race, the French version shall prevail

DROITS À PAYER
Les droits d’inscription sont d€ 40 €, si la préinscription est enregistrée 12.01.2017. Apres cette date le montant sera porté à 45€
Pour information, cela comprend l’inscription et le repas des skippers du 14 et 15 à midi.

Programme à terre
- 14 01.2017à partir de 9h 30 : Confirmation des inscriptions, jauge, identification du matériel.
- 15 JANVIER après les courses : Remise des prix

- 14 JANVIER à 12 h : Affichage au tableau officiel des flottes
Établies par le programme HMS, à partir du classement national de la FF voile
Chaque jour, un briefing des coureurs sera effectué 15’ avant le 1er signal d’avertissement.
Le dimanche 15 JANVIER, il ne sera pas donné de signal d’avertissement pour :
- Une nouvelle course après 13h
- Une nouvelle flotte après 13h30

ADVERTISING
In application of World Sailing’s Regulation 20 (Advertising Code), as
amended by FFVoile Advertising Regulation, boats shall display advertising
selected and supplied by the organising authority.

ENTRIES
The registration fee is 40€ if pre-registration is recorded before 12.01.201713 After that date the amount will increase 45 €..
For information, they include the registration fee and the skippers’ lunch the 14 & 15.01. Reservation for optional lunches with hot dish (9€.) have to be made with registration

SCHEDULE OF EVENTS
Program ashore
- JANUARY 14 from 9 h 30: Registration confirmation, control of measurement, equipment identification.
-- 15 JANUARY after the races: Prize-giving ceremony
Race program
- JANUARU 12 th Heats for the first race generated by HMS.
Based on the national ranking from the FF Voile,
A Competitors briefing will take place 15’ before the 1st warning signal every day.


On Sunday 15 janvier, it will not be given warning signal for:
- A new race after 13 h
- A new fleet after 13h30


INSTRUCTIONS DE COURSE
Les instructions de course et les annexes éventuelles seront disponibles sur le site Internet de l’épreuve et seront affichées au tableau officiel.

CONTRÔLE DE JAUGE ET IDENTIFICATION DES ÉQUIPEMENTS
Préalablement à la confirmation de l’inscription, chaque concurrent devra présenter le certificat de jauge du bateau qu’il utilisera et faire marquer l’ensemble du matériel susceptible d’être utilisé pendant l’épreuve conformément aux règles de classe (tampon indélébile propre à l’épreuve). Les concurrents devront présenter tout le matériel (coque, quille, lest, safran, voiles) propre et sec.
Le matériel sera contrôlé avant le début de la compétition. Des contrôles aléatoires de jauge seront effectués.

L’épreuve se déroulera au plan d’eau du Roucas Blanc


SYSTÈME DE COURSE ET CLASSEMENT
Le Heat Management System 2016 version février 2016 sera utilisé.
Le nombre de courses pour valider l’épreuve est de 4.

SYSTÈME DE PÉNALITÉ
L’addendum Q, Arbitrage direct des courses en flotte pour bateaux Radiocommandés, s’appliquera et sera joint aux instructions de course.

RADIO
Les concurrents doivent s’assurer que leur matériel de radiocommande est conforme aux règles édictées par l’administration. Pour les fréquences autres que 2.4 GHz, le bulletin d’inscription devra mentionner quatre (4) fréquences, qui devront être disponibles pendant l’épreuve.

SAILING INSTRUCTIONS
Sailing instructions and any appendices will be posted on the event website and on the official board.

MEASUREMENT CHECKS AND EQUIPMENT IDENTIFICATION
Prior to the confirmation of registration, every competitor shall present the valid class certificate of the boat to be sailed and have marked (permanent marking specific to the event) all the equipment that could be used during the event in accordance with class rules. All the equipment (hull, fin, ballast, rudder, sails) shall be clean and dry.
Equipment will be checked before the competition starts. Random gauge checks will be performed.

SCORING AND RACING SYSTEM
Heat Management System 2016 effective February 2016 will be used. 4 races must be completed to validate the championship

PENALTY SYSTEM
Addendum “Q”
Umpired Fleet Racing” will be used and will be attached to the Sailing Instructions.

RADIO
Competitors must ensure that their radio equipment complies with official regulations.
For frequencies other than 2.4 GHz, a minimum of four (4) frequencies shall be stated in the entry form and be available at the event.

PRIX
Le vainqueur de l’épreuve recevra le titre de Vainqueur du trophée CHAPUIS 2017.

Des prix de participation seront attribués à tous les compétiteurs.

DECISION DE COURIR
La décision d’un concurrent de participer à une course ou de rester en course relève de sa seule responsabilité. En conséquence, en acceptant de participer à la course ou de rester en course, le concurrent décharge l’autorité organisatrice de toute responsabilité en cas de dommage (matériel et/ou corporel).

DROIT D’UTILISER LE NOM ET L’IMAGE
En participant à cette épreuve, le concurrent autorise automatiquement les organisateurs et les sponsors de l’épreuve à utiliser et montrer, à quelque moment que ce soit, des photos en mouvement ou statiques, des films ou enregistrement télévisuels et autres reproductions de lui-même ou de son bateau, pendant la période de la compétition intitulé « Trophée CHAPUIS», à laquelle le concurrent participe et à utiliser sans compensation, son image sur tous matériaux liés à la dite épreuve.

DECISION TO RACE
The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone. Consequently, accepting to participate in a race or to continue racing, the competitor disclaims the organizing authority of any liability for damage (material and/or personal injury)

RIGHT TO USE NAME AND IMAGE
Taking part in this race, the competitor gives the organization and the race’s sponsors the right to use and show at any time static or moving pictures, films or TV recording and all sorts of duplication of himself or his boat during the « Trophée CHAPUIS ». He also gives right to use, without royalties, his own image on all material supports of such event.

APPENDIX FF Voile PRESCRIPTIONS

FF Voile Prescriptions to RRS 2017 – 2020 translated for foreign competitors


RRS 64.3 ( C ): Jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a measurement protest.

RRS 67 (*): Any claim for damages arising from an incident involving a boat bound by the RRS shall be subject to the appropriate courts and will not be dealt by the jury. ( not in the new RRS)

RRS 70. 5 (*): In such circumstances, the written approval of the FF Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the competition. Not concerned

RRS 86.3 (*): An organizing authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall beforehand submit the changes to the FF Voile, in order to obtain its written approval and shall report the results to FF Voile after the regatta. The authorization of the FF Voile shall be mentioned in the notice of race, in the sailing instructions, and shall be posted on the official notice board during the regatta.

RRS 88 (*): Prescriptions of the FF Voile shall be neither changed nor deleted in the sailing instructions, except for competitions for which an international jury has been appointed.

In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the sailing instructions. (The official translation of the prescriptions, downloadable on the FF Voile website http://www.ffvoile.org, shall be the only translation used to comply with RRS 90.2(b)).

RRS 91 (*): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the FF Voile. Such notice of approval shall be posted on the official notice board during the event.
